Opinions on my next legends (yet another IV question)

Thus far I've only managed to score 4 Rayquaza raids, 3 of which netted me the dragon itself. Of those 3, I only consider one worth considering:

...yup. It's kinda' pathetic, but it's my best so far. At least it has 15 atk!

Aaaanyway, I wanted to grab some opinions. Given the fact that I already have a 100% DT/OR and a 95% DT/DM Dragonite, do you think that this monster would be worth raising if life doesn't allow me to catch another (I won't be raising ANY ray until the event ends unless I catch a 100%)?

On Pokebattler, I compared my Ray at LV38 (my highest possible level) to a 100% LV38 with double-dragon movesets on a Rayquaza raid and... amazingly my Ray came out on top by 4.3 seconds. I know that this is one of those rare cases where the lower defense charges the energy meter faster, but still. On the other hand, the 100% shows up in Machamp raids at rank 3 among my 'mons while my Ray is in slot 6.

So here's my current +/- outline:

+: Since I still don't have a Mewtwo, this would give me another great generalist
+: Many, MANY dragon-type legends are on the way. Even if it doesn't have as much power as a better Ray, it's still pretty great.
+: Another amazing generalist when combined with my Machamp. This is especially true since I seem to be the only one in my area that uses Gardevoir as a defender
+: The minimum defense has rare moments where it will be BETTER than a 100%, that makes it kinda' novel.
+: Makes it a little easier to solo Machamp, shoring up my weakness and making Dynamic Punch variants viable outside of cloudy weather.
+: With its high base-stats, the IVs really don't amount to a HUGE difference. In general it will probably be a 5% difference between this guy and a 100%.
+: It eats the Lati twins
+: Fug
+: Mega Fug

-: I already have 2 solid dragons, and will be raising a Salamence eventually as well.
-: It won't be overly useful against my ultimate goal: Dialga
-: Outside of the random dragon-legend and gym destruction, I won't have much use for it.
-: I will always feel a twinge using it, as I know that it's not really that strong... outside of those random odd matchups where it's better than a 100%
-: If it misses an Outrage due to its low defense, its DPS will suffer terribly.

....going to be honest, 70% of this topic is me working out the situation and considering my elitist views on "it needs to be 90%+ to be worth raising". Chances are I WILL get a better Ray, but the unique position of this specific Ray intrigues me to some degree. Also, I've seen some really insightful posts on here and figured that I'd get some input on the situation.

I try to power up one of every legendary. To me, this question isn't "should I power up Rayquaza" but "what level of priority should powering Rayquaza be?"

So give it til it's gone (or you get a 100) and then power up whatever is best since it's unlikely to return outside of regional throwback events.

How much dust and candy do you have?

Dust and candy are a non-issue to me in this case. I'm well-off team-wise and have enough to raise a Ray should I so desire.
