OMG! Mr Blissey is gone.
Thank you Niantic!
I hope he stays gone with his 10 accounts.
Filling tons of gyms with his multiple accounts.
I might be counting eggs before they hatch, but I'm liking what I'm "not" seeing.
How many other people are still seeing what appears to be trainers with multiple accounts?

Before you file reports, be sure. Extra Sure!
I had been observing Mr Blissey for almost 2 months.
I was sure, very sure this guy was cheating.
It could have been a coincidence but last night I filed 10 reports, one report for each trainer name.
https://support.pokemongo.nianticlabs.com/hc/en-us/articles/221993967-Pokémon-GO-Trainer-guidelines
hit the "submit report" on the upper(ish) right corner.
select "Report Inappropriate gameplay"
for report select "a player is cheating"
I said something like:
this guy has 10 accounts and fills gyms with his 10 accounts often.
Unfortunately I live in the OP's area and I can confirm my neighborhood is still full of multiple-account cheaters (who likely also are using bots AND spoofing).
In fact, I just observed them taking over a gym a few blocks away and training it up to level 10 within 15 minutes. (No Blisseys in the gym, which is...slightly less frustrating I guess?)
The worst part about these guys is that they think they have gamed others' ability to report them. The top trainer in the gym has the username "XThe0neAboveAll"...or does he?
It could actually be:
XThe0neAboveAlI
XThe0neAboveAIl
XThe0neAboveAII
(copy and paste these in a different, serif font and you'll see the differences.)
Because we can't just copy/paste trainers' names from gyms, there's no way to know if I'm even accurately reporting them to Niantic - and if Niantic's anti-cheating measures rely heavily on this kind of reporting from other players, they're slipping through.
Others in this gym right now who have the same strategy (many have alternate accounts with a few characters added or altered in their username):
WillFindHim
IIREDQUEEN
Nerolion88
IIIICarpeDiemII
EsauAli
IIIIRebornIIII
IxIMewTwoIxl
You can see the idea here - if you scramble enough "l" or "I" into your username, you can really create enough combinations to make reporting you impossible. "IIIIRebornIIII" has 2^8=256 possible combinations of these characters. Maybe Niantic uses other measures to catch them, but for sure nobody is going to be able to report their username.
Unfortunately I can't, at least not easily. My phone's power button broke off and so it's a pain in the neck to capture screenshots. (On this phone you hit power+ volume down simultaneously to do it - I turn the phone on and off using a paper clip to hit the inside of the power button.) I suppose it would probably be just as good to tell them the name of the gym though; that way they can more easily look it up.
I do wonder if Niantic actually looks at these emails anyway, or if they just have an algorithm that takes the name of the cheater from the form and runs it through some automated check. (If I can't read the cheater's username correctly, I would be a little surprised to find out that someone deep in the bowels of Niantic - or more likely an outsourced user support person in India - is bothering to go over my screenshots for more than 10 seconds to parse out what the actual username is from them.)
