Noctowl, underrated budget attacker?

Today I used a 1.7k ES/SA Noctowl to clear a gym on the last motivation round. I had no idea Noctowl was so powerful! I checked its base stats, and it actually has pretty good defensive stats!

Later, the Noctowl took down a 3k Lick/EQ Snorlax all by itself. I know it double resists both moves, but I was actually surprised it didn't time out.

I'm definitely gonna evolve all 500+ CP Hoothoots and use them as 1 time use attackers! Seems like Sky Attack ones have good enough DPS to take down anything other than Blissey and Chansey.

Almost every high HP+defense Pokémon is good in taking down gyms. Even a 3000CP blissey can be useful since it alone can take down 6 pokemons with no problem If there is no blissey or snorlax is in the gym.

I believe that Xatu was listed as a counter for Machamp and Noctowl for Gengar before the release of legendaries. It would be nice if legendary Mon as counters we're listed as a separate category, since not everyone has access to them.
