Just saved enough candies to evolve my second Nidoqueen. Which one to evolve?

Nidorina 723 IV 93
Nidorina 693 IV 98

The sad truth: You will not need a Nidoqueen .

Let us ignore the sad truth and look over your candidates:
If you are short of dust / candy, take the big CP one, it is noticable worse than the best one, but you save really lots of resources.
If not short of stardust and candy and willing to invest (for whatever reason), take the highest IV one.

You are right. Never used a Nidoqueen in battle before. Just because it looks cool I guess I'll take the highest IV one.

With Nidoran/Clefairy/Drowzee/Magneton/Koffing etc, I always evolve the highest CP almost completely ignoring IV. Unless you really want to have a maxed out Nidoqueen because it's cool, it's not worth spending stardust on these mid level mons :)

Very nice collection you've got there by the way. Nidoqueen actually doesn't have terrible movesets (although megahorn is lackluster), so I hope you'll be happy with your Nidoqueen.

How high do you want to power it up to? If you're mainly going to use it for prestiging, you might be best going for the lowest cp...

Nidoqueen has
Quick moves: Bite, Poison Jab
Charge moves: Earthquake, Sludge Wave, Stone Edge

Is you want to try this for training, Bite+Earthquake would be good against electric or poison, Poison Jab+Sludge Wave would be good against fairy. Otherwise, Poison Jab+Earthquake is her best moveset on offense and defense.

Nidoqueen is a prestiger at best. I'd look at an evolution calculator and see what CP she will be when evolved. Based on that, I would choose whichever one gives you ~1500 CP.
