Niantic time to Singapore time

Apart from Espeon/Umbreon and nest migration, what else in the game is time-sensitive? Which timezone does Niantic use, so I can convert to Singapore time?

Edit:

There seems to be a difference between daytime and night time spawns too but it's based on your local timezone.

Umbreon/Espeon (as well as day/night spawns) are based on your local time zone.

Only thing for which Niantic Time matters is start/end of events, and the exact time of the next migration.

Nest migration is based on GMT, the change occurs at GMT midnight, which is in about 9 hours from now.

Events are based on any of these timezones Niantic decides to randomly pick from

I don't know if it's actually true, but it feels like more variety of Pokemon spawn at night. All day long, I can check the radar in my game, and it's nothing but Pidgey, Sentret, Rattatta, Spinarak, Sentret, Natu every time (Make that 2 Natu, 2 Sentret, 1 Rattata right now). Then I look at the game one more time while I'm lying in bed, and it's more like, "Hey look, there's a Scyther, and a Growlithe, and a Houndour, and oh, a fully evolved Jumpluff" or whatever other types I hardly ever see.

Houndours especially, I've only ever caught 8, because almost every time I see them on the radar is late at night when I'm not going to chase them down. And I'm pretty sure every Snorlax I've ever caught had me out running around in the dark. Coincidence, or spawns based on time of day?
