Next Legendary to power up
I only raid on average of 1 or 2 times a day and try to do legendaries for the better rewards. I almost have my first Rayquazza maxed. Legendaries that I have maxed currently are:
1 Kyogre & 1 Raikou
Who should be my next project?

I have all the legendaries but these are the ones I am leaning towards.

I'd say the best one to power up would be Groudon, then next maybe the latios, but i'd hold off on him if you have better dragons.
Groudon's really the only on I could see being if great use going forward, and in the immediate future. matching registeel and rock, as well as countering both dialga and heatran in the future, but Rhyperior/garchomp/mamoswine are very likely coming soon, so i think it would still be best to hold off on powering groudon up
Depends on your needs:
* Need a Registeel counter? -> Entei/Moltres (leaning towards Entei for it's IVs, but Moltres' flying typing helps against fighting movesets). Registeel will be leaving soon enough though.
* Need a Regirock counter? -> Groudon
* Need a psychic attacker, ghost attacker or fighting attacker? -> Mewtwo and eventually TM it to your liking.
* Need a generalist? -> Mewtwo or possibly Latios, but since you have 4 strong Dragons already don't bother with Latios.
* Don't need anything? -> save rare candies for something you will need later.
* Don't need anything but rare candies are clogging up bag space? -> see "Need a generalist".
I would favor the lvl26 Mewtwo over the lvl31 one for it's IVs. The lvl31 is already great and useful like this while being less optimal, so I'd say only power it up if you want to reach a breakpoint.
Flareons are decent fire attackers and we'll swim in it next community day :D If you don't need a fire squad, a Flareon army will still be handy when you need one. And if it's still not enough, then it will be the right time to power up your Moltres or Entei thanks to your saved up rare candies ;)
In addition, we are probably going to have a Moltres event and Entei research reward soon. More candies, more saved rare candies!
