New Year's Venusaur... not
So I found a Venusaur at 1683 CP, figured it was somewhere between lvl 22-25. The catch calc said I have about 25% chance per ball (great curveball ultra ball razz berry both medals gold), yet I threw over 10 great ultra curveballs + razz berry + both gold medals and it ran. Do I just have that crappy luck?

You mean this thing when the ball doesn't shake but just sinks down, then the mon jumps out and runs away. That's a network / server issue because the connection was lost, not a GPS one. I know it's not GPS because in summer here some guys used a tracker, when they found a rare mon one of them collected all the phones and went with the bicycle to fetch it. He brought the phones back with the mon on the catch screen so the guys could catch it (or not), worked fine so it's possible to catch a mon that was put on the catch screen hundreds of meters away.
