new rating for Arcanine too low?

I think, the new rating for Arcanine

is too low.
He still is a really good attacker into Lapras and Grasses. He is only slightly weeker than flareon, but "fire fang" as quick-attack makes him still the strongest pure-fire-PKM.
I need him in my attack-team and I don't see, who could fight Exeggutor and Lapras better.

I need him even more than alakazam, who got a 9-rating.
