That is probably the most intelligent suggestion to come out of a Gym Defense thread since the Gym rework.
No snark, no sarcasm - why hasn't this been done? My bet is that it's too difficult to measure the effect of Motivation Loss in a way that makes comparisons between Pokémon work. That it's just too complicated - is there a "Motivation Breakpoint" where if your Blissey is CP NNNN, it belongs on the Low CP list for example?
Would be nice to see a Low CP (below 2000 max CP? Below 1500 Max CP? Hmm.) Defenders list, but man, that could be extremely difficult to do.
Despite being quite downvoted, you got a fair point in your first statement. Now, because you can only place one blissey per gym, we need the other tiers (we can call them fillers).
Gym defence is not such a thing, we all know that. But it's still nice to see a picture of the potential best defenders, in case gym defence becomes relevant again.
I quite like seeing milotic up there.
Gym defense is about wasting attackers' time and potions, so I'm going to have to disagree with your smart-arsed statement that beyond Blissey/GR there's no such thing as gym defense. Yes, Blissey is the undisputed #1, Chansey the undisputed #2, Snorlax probably the undisputed #3.
The other 3 slots should be filled with Pokemon that would encourage attackers to switch their Machamps (or Dragonites/Rayquazas out - don't need to worry about SB Mewtwo being used against normal-types).
This is where Milotic, Donphan w/ PR, Clefable, Gardevoir et al. come into the picture. Ideally, you'll have them organized such that each normal type is followed up with one of these Machamp/Dragonite walls, to maximise wastage of an attackers' time and resources.

Which is why the list fails without Wobbuffet. People hate Wobbuffet and think it's barely worth a mention, and if you remove the Motivation system, they're entirely correct. When you rate Pokémon based on their maximum stats, Wobbuffet isn't even a bad joke - it's an obvious Troll.
But with the Motivation system factored in - and your correct assessment about what Gym defense is all about these days - Wobbuffet is one of the top defenders.
After Blissey/Chansey, none of the others are strong enough to merit an inclusion on the page. And even Blissey/Chansey are barely worth a mention.
Heck, Gym Defenders in general is a classification that doesn't make much difference anymore. I prefer tossing in my Counter/Psychic Wobbuffet in gyms because it's almost always the strongest Defender after a day or so - better than a Blissey that's been on the gym for the same amount of time as the Blissey will lose almost all motivation.
Eh, as long as the people making the list are happy making the list, it's all good.
I have to agree with pretty much everything you said.
For that last 3 months I have been tossing in all my previous ~80% mons that were level 30 but now are being replaced by weather boosted 80% mons. A 2200 CP flareon on a sunny day, a 1600 CP Wigglytuff on a cloudy day. That kind of thing. What's the difference between those and a 3000 CP Snorlax? They would be about the same thing to battle after an hour.
And likely never will.
The places I battle gyms aren't battles - they're mercy killings where I feel a twinge of shame if the Pokémon has been on the gym for less than 9 hours. (and an irrational aggravation when someone takes me down before I've been on the gym for 9 hours) At that point it doesn't matter who you have on the gym, it's going down in at most 2 battles. (3 if it's a very low CP Pokémon ... like Wobbuffet.) Most of my Gym Medals were earned defending Gyms - I've got 10,230 hours of Gym Defense right now, and I could have 40,000 hours if I was actually playing to hold as many gyms as possible, for as long as possible. (Right now it's just hold one gym a day for 9 hours to get my 50 coins a day. I don't bother with gyms if I've got someone on a "safe" gym or if I've gotten my coins for the day - and I've still got 10,230 hours of gym defense.)
Heck, once I hit Level 40, my next goal might be to go for 50,000 hours of Gym Defense.
I disagree with Dragonite. With its double weakness and high CP its more a reason to attack than scare/annoy u. Easy points.
Beside, defending is useless atm
Only situation where its better to put in a defender instead of a recent-catched-trash-dont-revive-and-throw-away pokémon is to hold a gym for some minutes before a Legendary hatches.
I gave you an upvote, but I'll disagree in words. I'm from a big city and I was in Miami a few days, but now in a rural suburb of a northern Florida regional sized city...there are almost no gyms around here, so I battled one to have a chance for some coins. Target was a yellow gym...when I got in, another random attacker almost had it depleted... the other color got control. They put in a 2500 Gyarados...My 3328 Raikou beat that three times and I put my defender in...all took less than 30 seconds.
I put a standard ZH/DG Blissey 2730 (clear conditions.) This attacker, in this far more modest place, lost 3 times to that Blissey (I was in the neighboring store) then that player left. I could sense they wanted that gym bc the next gym was couple miles away. If that player had originally put in a Tier 1-2 defender, I would have beat it without a struggle...but compared to whomever player that was, nothing in this entire game has been a struggle...1 mile away to a lonely pokestop, 4 miles to a single gym!?! I couldn't find a gym, no chance I could find a raid...I'd get 5k XP on an average event day instead of my non-event average being 45k+
Their attacker selection is similar to what I used in https://pokemongo.gamepress.gg/q-a/good-defenders-high-density-areas: Machamp, Dragonite, Tyranitar, followed by Entei, Raikou and Mewtwo (this was before Kyogre and Groudon).
Really surprised that Gardevoir and Slowbro were ranked so poorly, while Exeggutor made tier 4.
