Including all Gen 3 non-legendaries and pseudo-legendaries. Not including Gen 3 legendaries (except Groudon).

S Tier: Mewtwo, Tyranitar, Dragonite, Salamence, Metagross

A+ Tier: Raikou, Golem, Machamp

A Tier: Exeggutor, Gyarados, Breloom

A- Tier: Groudon, Zapdos, Espeon, Alakazam, Moltres, Entei, Gardevoir, Sceptile, legacy Omastar

B Tier: Lugia, Vaporeon, Jolteon, Flareon, Hariyama, Blaziken, Articuno, Rhydon, legacy Gengar

C Tier: Scizor, Pinsir, Heracross, Venusaur, Victreebel, Sharpedo, Jynx, Lapras, Cloyster, Piloswine, Slaking, Ho-Oh

Not sure what Ho-Oh is, but it definitely is something, especially according to the SB Groudon autoselect

S Tier should be Mewtwo alone, I don't think the rest of those pokemon are comparable. Also Machamp would rank higher than all of S Tier other than Mewtwo.

I didn't thumbs down, because whatever. Ratings and tiers have been steered to Mewtwo, but a bit more to it
1. Machamp beats the big gym tubs.
2. Machamp beats Tyranitar easily.
3. Tyranitar beats Mewtwo somewhat easily.
4. Dragonite clears most things in gyms while being potion efficient.
5. Dragonite helps greatly against Focus blast Mewtwo.
6. Dragonite can also help you get on the Mewtwo road by being effective bulk against Machamp.

umm, do you actually ever take gyms or do raids?
Machamp has to be higher than just lumped with all those A+ guys because he's by far the best option vs the most time consuming and common gym defenders, Blissey, Snorlax, Chansey, not to mention crushing TTar.
Lapras and Piloswine listed as C while Jynx is honorable mention? Jynx destroys them in the matchup against Dragonite, which is pretty much all you are gonna use them for. My level 30 Jynx with Frost Breath/Avalanche has a higher DPS vs Dragonite than ANY other same level Mon currently available.
Ho-Oh is WAY better than C Tier, can plow through multiple defenders just like Dragonite, overall stats are so good it doesn't even matter which moveset you get, a very potion efficient Mon.
Rhydon way too high, who do you use him against? There are never electric types in gyms, useless for anything else.Had his moment in the summer vs Raikou and Zapdos, don't think I've used mine since, not even my 3000+ guy with MS/EQ.

I don't like these tier lists as every mon in them has there own use, also why are the coments littered with how good machamp is, I never see blisseys in gyms and if I do they are no problem to take down with what the AI gives me, larvitar, geodude, machop, ralts, abra, trecko mudkip and torchic are the most common pokemon in gyms

Why is Golem A+ tier? There is currently no use for it and there aren't any incoming raid bosses where it would be top counter either. Whichever tier it is, legacy Omastar is the same tier. Hariyama and Blaziken are better than Breloom hands down.

Honestly making a tier list like this feels a bit silly when the available raid bosses influence things so much. Right now Gyarados is S tier and all second best Groudon counters are A+ tier and then everything changes when Groudon leaves (and possibly is replaced by something else).
