New Dragonite or power up?
Hello.
I have a 62% IV Dragonite (2149 CP) with Dragon Breath and Dragon Claw.
I also have a 93% IV Dratini (483 CP).
What do you think? Better power up Dragonite or evolve a new one? (I have 125 Dratini Candies)

Dragonite 2149: 11/07/10 (62.2%) - 64 candies to level 31.
Dratini 483: 14/15/13 (93,3%) - 199 candies to Dragonite level 31.
Dratini 477: 13/12/15 (88,9%) - 199 candies to Dragonite level 31.
Dratini 380: 15/11/12 (84,4%) - 215 candies to Dragonite level 31
These are the possibilities. Here I rarely find a dratini. The candies are scarce. I just got 3 dratini in a row from 10km eggs.
Since CP doesn't affect gym placement now, moveset could be more important as it is not necessary to max a Pokemon out, but to invest on strong attackers to clear gyms and raids faster. I only have a 53IV DB/DC Dragonite too, I powered him up to CP 3006 and he was my MVP when I was below Lv30, he has won over 1100 battles with me so far, so I don't regret delaying my another Dragonite evolution at the time I caught this Dragonite. Therefore, from my experience, DB/DC is still a very good attacker, you would love it. The only thing you can be better off from evolving another Dragonite is to get a Dragonite with DT/O, but that's risky.
Something along this line. Recommending waiting unless it is urgently necessary to have dragonite in your line up for gym and raids. IMO too much investment for both at a time where you should be saving for better counters in raids or legendaries. If you evolve the dratini you may not get the moveset you want and even if you did it wouldn't be battle ready. The dragonite IV is too low for my standards even with the legacy moveset and although it's a powerhouse the meta right now calls for SE and 2xSE damage towards raid bosses.
