Need Opinion from IV Experts
Hello everyone. This is my first time to post here. I need advice from players who are experts regarding IVs. I caught 5 Raikous out of 7 successful boss raids. The IV of my best Raikou is 88.89% equivalent to 14/15/11 (ATK/DEF/STA). It has the best moveset (Thundershock + Wild Charge). I need opinion for the following questions:
1. Is it worth powering up? Personally, I only keep meta-relevant pokemons that have at least 91% IV. The only thing I want to achieve in the game is to create teams of meta-relevant pokemons. I’m not a collector.
2. What level do I need to power up my Raikou to achieve same battle performance compared to a Level 30 100% IV Raikou having the same moveset?

Is Raikou still around your area? If so, it's too early to think about powering one up. Wait till the end of the month and then see what is your best Raikou then.
1. Depends on your needs. Raikou is one of the safest mons to power up currently, but if you already have a powered up Zapdos or two, you might not need a Raikou. Again, if you can still catch more, wait.
2. At level 30, an a14/d15/hp11 Raikou will take the same amount of damage as a perfect one, have 3 less hp and deal the same damage in nearly every matchup. It gets to the same hp total of 142 at level 32, but might surpass the perfect L30 Raikou in charge move damage at that point.
For the vast majority of time, it will perform the exact same as a perfect one even at the same level.
I started raiding legendary pokemons last month (during the time of Raikou) so I don't have a legendary bird. Raikou is no longer available in our region.
I'm a little hesitant to upgrade my 88.89% Raikou since it is below my personal preference for IVs (at least 91%). I have a bad habit of sticking to my standards that’s why I need some opinion that can change my mind to accept an IV below my preferred one.
Though Raikou may come back next year, I doubt if I can still participate on boss raids because I’ll be moving to another country for 4 years to work (but will still play casually).
