My friend and i traded a 2016 July pokemon and it fail to be a lucky pokemon, why?
My friend trade me a croakgrunt while i gave my friend a July 2016 Magmar, why is it not a lucky pokemon?

No, if the person sending the july/august 2016 pokemon has 10 luckies, that pokemon isnt guaranteed lucky. The receiver's lucky number is irrelivent, only the sender. If they sent the 2016 mon, and they have 10+ luckies, the pokemon will not be a guaenteed lucky
You have 30+ luckies as you said, that means you cannot send guaenteed luckies anymore. you can still receive them, so long as the other person has a guaranteed lucky pokemon and fewer than 10 luckies.
I have 3 questions related to this lucky trade thingy.
1. If my friend and I have fewer than 10 luckies and I gave her a 2016 pokemon in exchange for a 2018 mewtwo, based on your explanation, my friend will receive my 2016 pokemon as a lucky. Will I receive her mewtwo as lucky too?
2. If a trainer receives a lucky, is it guaranteed the sender will also receive a lucky in return?
3. Do luckies always end up having an IV at least 82%?
