Ive been batch hatching 9 10K eggs with lucky egg since the even started getting 90,000 EXP every batch hatch, So far ive done 2 batches and was working on my 3rd and final.

Normally the events run about 2 hours late so I had enough time to get the final 10K egg and incubate them all.

I suspect the event will be kept in until they're ready to reopen gyms, to keep people interested.

I think it happened when it was requested of a Niantic rep on TSR. The reason asked was the PTC shutdown issue
