My chansey worth evolving?

Guys I just caught a wild chansey, she is barely a wonder (82.2% IV) but his atk IV is a perfect 15 while his hp and def IVs are 8 and 14 respectively. I know hp is the least important IV for chansey since she already has enormous hp base stat so it would barely affect his overall CP, while atk IV does the opposite. I'm leaning towards evolving her since its level is already high (lvl 28) so it would cost less stardust and candies to max her out. But I'll be glad to listen to what you guys think. Should I evolve her and max her out? Should I evolve and see if she gets a good moveset (no psychic)? Or should I wait for better IV chansey? I currently have enough chansey candies for either 2 evolutions or 1 evolution + power up to lvl 33.5 (I'm now lvl 34).

I would do it especially since 15 Att. And then power her up to lvl 30. I was lucky to catch a lvl 30 chansey, which also had 82 IVS. Now im saving up for one with better IVS.

If you transfer it you would get a nice candy

Defense and Stamina are the most important stats for Blissey because a single point Def or Sta can make the difference if a mid-level attacker times out or not, while Att only affects how much potions he needs to heal his mons after kicking it out.

That stat distribution is the best you can ask for.

Good luck on the moveset, but it won't matter - take what you get and feed her up.
