in my area there is no pokestop or gym?

I am not sure if it works this way anymore but you'd have to use Ingress and mark a location as a point of interest, and then it would become a pokestop in pokemon. But nowadays it seems like Niantic just shove heaps of Pokestops in cities while villages get nothing or 1-2 stops and a gym if lucky.

You need access level 10 to suggest new Ingress portals. 4 million AP (XP), 2 gold and 5 silver medals. (Note that a gold medal will also count as a silver medal so in reality you need only 2 gold and 3 silver.)
