Multiple A Moveset Rankings. Are they in order?

Example: Slowbro's move-set explination states that the Confusion/Psychic combo is the best defensive move-set in the game currently... but in Slowbro's defending move rankings it shows Confusion/Ice Beam on top. Are different move-sets that are ranked A in any order? I was under the impression the top A move-set is the best and lower A move-sets are just slightly worse.

If you refer to the Grading Explanation page on this site, it says that an "A" grade moveset is the absolutely optimal moveset (or TIED for it) for a particular Pokemon. A "B" grade moveset is sub-optimal but in certain scenarios may perform just as well as an "A" grade moveset.

The inference that I draw is that all movesets under the same grade are considered to be equally good / bad. At least that is the interpretation that GP is trying to convey, in my opinion.

The "order" does not matter.

I think many of the descriptions on Poke pages are outdated, but the A, B, C...etc ratings were just updated. And for tied movesets I believe they are still ranked against each other (e.g. Confusion+Ice Beam is Slowbro's best defensive moveset). But that ranking of movesets with tied letter grades can be like splitting hairs. The same-letter rankings probably come down to questions like "Is 4% better DPS worth slightly worse type coverage? Does this moveset being harder to dodge compensate for the slightly worse typing?"
