Mud Shot vs. Dragon Tail

Why is Mud Shot favored over Dragon Tail for Groudon? On Groudon's page the claim is made that MS has higher DPS than DT in the Offensive Ratings Explanation, but DT has higher true DPS than MS. I can understand the weather synchronization with charge moves and higher EPS as compelling reasons for MS, but I don't see how DT does less damage.

Because MS gets STAB, and is best for Groudon's job as a ground attacker

STAB is already factored into True DPS. DT still does ~25% more damage per hit; even against types that are weak to ground, they'd be roughly comparable in damage output (although MS has higher EPS).

Because true DPS for a charged attack is meaningless. What matters is the cycle DPS.

Yes DT has higher DPS BUT it charges slower than MS.
If you want to look at DPS, you should look at the overall DPS, not just the DPS of the fast move (or Charge Move, which is more confusing).

Mud Shot charges energy faster and has a duration that is much more favorable for dodging.

MS is faster than DT. It's easy to dodging when you attack the target. Also it has STAB. Last MS can cover poison/steel/rock/electric/fire but DT only can cover Dragon.

I think mud shot is only better for attacking (obv). To fight him in raids you want mud shot for sure. Dragonite resists 5/6 of his moves so he’d he an optimal counter with mud shot.
