Is Mr Mime worth leveling?

I have caught quite a few Mr Mimes, including some with decent IVs and movesets. Is Mr Mime decent enough to level up? In the Pokemon List it is rated with a mere 5, but the only explaination is: "Regional exclusive: only available in Europe."

When comparing Mr. Mime to Hypno (who is rated with an 8), Mr. Mime has the same optimal attack moveset, higher base attack and higher base defence. However, the base stamina is much lower.
Why is Hypno so much better than Mr Mime? (I have more Mr. Mimes than (potential) Hypnos).
