Moveset Grades Explanation

Proceed to the heading under "True DPS Calculation" on that page.
There is this part which writes

In this particular case:
100 Water Guns = 600 damage / 50.0s
7 Hydro Pumps = 645.75 damage / 26.6s
Thus the DPS for the two moves is:
1245.75 damage / 76.6 s = 16.26 DPS

Now, question is, why is the number, for the denominator, on calculating the DPS for the moves, 76.7s? A sum of 50.0s and + 26.6s?
Isn't it supposed to be only 50.0s? Since the 26.6s CD for Hydro Pump is already contained within the 50.0s CD for Water Gun?

Isn't it because there's a wind up when using Hydro Pump and then a delay before you can attack afterwards?

What do you mean "contained within the 50s cd for water gun"?

Every move has a cooldown where you cannot perform another action until that cooldown is over. If you want to use 100 water guns you need to wait 50 seconds because it takes half a second before you can use the next water gun.

If you want to use Hydro Pump it takes 3.8s until you can do another attack (or dodge). Not sure what's confusing. How are you supposed to do 2 different attacks at the same time?
