Move set for Lapras: the question for Blizzard

Hi all,
I have 2 Lapras: one with Frost Breath + Blizzard and another with Frost Breath + Ice Beam. I heard a lot of people saying that Blizzard is better than Ice Beam. However, I have a problem with Blizzard because it takes a couple of seconds after the move is finished to damage the opponents. It is much different from other moves. Hence, I can see clearly the better effectiveness of the Lapras (with Ice Beam) compared to the one (with Blizzard).
Moreover, if I have the Lapras (IV 100% and ive Shard + Ive Beam), should I build it?

While it may take a brief moment for you to resume attacking with your quick move, blizzard much better than ice beam. The damage, whether it feels like it, is superior to ice beam. If, perhaps, you personally are suffering from some type of "delay" bug, it is likely that others are suffering from the same and it will eventually be fixed. Thus, I wouldn't base my decision on that.

As for a 100% IV Lapris with Ice Shard and Ice Beam, unfortunately, such a Lapris is not a wise choice to power up. While IVs are important, a pokemon's move set is far more important than the IVs.

Hi all ,
I have a Dragonite 2569cp with 91.1% iv and stel wing + dragon claw moveset , is it still a good one for defending gyms despite it doesnt have dragon pulse for the charge move ?
and my 2nd question is , it will sound a bit weird but i made a test , i attacked a gym with my 2569 cp dragonite wich has steel wing , the gym had also a dragonite with 2399 cp < so roughly 100 cp less than mine also with steel wing , so the funny thing is the defending dragonite did double as much dmg on the cp bar with his steel wing then my dnite did to him with steel wing . so the defending pokemon get a buff in attack power ? or why did the same attack double the dmg to my dnite ? mine is 2569 cp vs 2399 cp in the gym both with steel wing as quik move . iam a bit confused :)
