Move or IV?

I have 8 rayquazas. The highest IV I got is 89% and lowest is 80%. However the 80% one I got dragon tail and outrage. While the 89% one is dragon tail and ancient power. If lets say I have no more TMs and no more chance to catch rayquaza which one should I use my candies on?

Just wait til you have more TMs. There will come a point where you raid only for rare candy and TMs, a Rayquaza that you actually are planning to power up a super candidate for that/those future TMs.

Back before TM’s were a thing in pogo, it was well understood that moveset > iv

Yes they are. I have almost a hundred of them that I have no use for.

But OP’s question clearly set absence of TM’s as a parameter.

Unless you are not fighting raids, you'll eventually get more TMs. And if you aren't fighting raids, then you have less need to power up Ray with its best possible moveset.
