The system is not broken. It is working as it was intended to work. He got a raid pass for a raid at a gym at which he had participated in a (presumably) successful raid. I think the system makes a lot of sense. If a player completes a raid at a specific gym the great odds are that that player can easily go back to that specific gym.
Agree that it's working as designed. That, however, does not change the fact that it's a bad design in the first place.
Under this model, I most definitely will not participate in any raids while out of town. I also will not do any semi-local raids in areas where I don't normally frequent. Case in point: I live in the extreme northern suburbs of a major city that's famous for traffic congestion. I don't want my next invite to be for 7:00 PM (still considered rush hour here) in downtown.
"That moment when" you consider spoofing for the 'first time' but shouldn't because Niantic is cracking down on spoofers for the 'first time'.
You could've gotten away with spoofing to the Raid last week but since the warning wave that hit a few days ago, it is just too risky.
Note:
There was a screenie going around on discord with some dude getting two Mewto's slashed (one being perfect). It was latter proved to be a fake. Despite getting the warning, most spoofers confirmed that none of their 'mons were slashed.
