Minimum level to move an Ingress portal?

There's a misplaced portal in my area, that could get us a new pokestop if moved to the correct location.
Not as if there's a lack of Pokestops in Singapore, but I'm just wondering.

333-blue is correct there. No level requirement for submitting a request for moving a portal, same is true for submitting a new picture and a new description. Just be aware that they ignore a large part of the requests to move portals to their correct places for whatever reason.
