I have now caught 10 Mewtwo. My first seven Mewtwo raids yielded a best of 2230, 82%, 15A.

The last three weeks, I've caught the following:
2238, 87%, 14H/13A/12D, (Confusion/Focus Blast)
2253, 93%, 15H/12A/15D, (Confusion/Hyper Beam) and
2257, 93%, 14/14/14 (today) (Psycho Cut/Shadow Ball).

Mewtwo is the only big hole in my lineup right now, as I haven't had one worth investing in, so all 10 that I've caught still sit at level 20. It took a long time to get my first ex raid, but lately I've been getting one almost every week. Would you continue to wait, hoping for something with at least this IV% but with 15 attack (they've been getting a little better each week), or would you go ahead and power this one up (since RNG dictates that the weekly improvements aren't likely to continue)? He currently has 116 candies, with 200 RC in reserve. 1.2MM dust. Signed... A filthy casual.

For which raids is Mewtwo a hole in your lineup, and does Mewtwo reach a breakpoint with 15 attack in any of those raids?

If not, the 14/14/14 seems great to power up. Ultimately I'd imagine you will eventually power up at least a couple more Mewtwo, so you'll be waiting a very long time to get several better ones anyways.

I'd say bring it as high as you can while saving enough candy to max one out if you roll better (including rare candy). It already has the best moveset for helping take down future Mewtwo anyways!

This is why I refer to myself as a filthy casual. I really don't know, without researching here, what raids would have Mewtwo as a great counter. Every time a new Legendary appears, I check the counters page here and set up a team based on this site's recommendations. My kids were into Pokemon a couple decades ago, and I raid legendaries, almost exclusively, in downtown Houston where there are rarely fewer than 15 raiders in the Lobby, so I never really paid attention. Now, however, with the Regis being so mediocre, I am looking to do some Tier 3 and 4 raids where there are likely to be significantly fewer raiders.

I've got a 98% Rayquaza at Level 40, along with a 100% Latios, a couple Dragonites, a Salamence, several Tyranitar, a 100% Kyogre and 98% Groudon, three 90%+ Machamps at L35 and a number of good Golem and Exeggutors at L30-35. Ho-oh and Lugia at L30, a couple Gyarados at L35. Raikou and Entei at L31.

Intuitively, since he is described on his ratings page as "the king of GO," it seems like I should have a Mewtwo at that level also.

Mewtwo is the neutral damage king and has 3 different usable charge moves, on top be being bulky. He excels as a ghost type attacker and a psychic attacker. You can also use him as a fighting type with focus blast. He can be used as a filler in raids if you can't make a full team of 6 of ideal attackers.

If you do power up the 14/14/14, it already has the best moveset to use against your next Mewtwo raid. So it has that going for it.
