Is mewtwo with the ice charge move worth to power up against Giratina?

If you have no Dragons, SB Gengar or SB Mewtwo, maybe. Only singly weak to Ice Beam, not doubly. Better to trot out almost any dragon, even Latias, with dragon moves. Dark Ttar will also do nicely, but with considerably lower DPS but better TDO, so fine when you have too many raiders.

Imo: Don't use ice beam mewtwo.

Double dark tyranitar has only 0-4% lower DPS compared to ice beam mewtwo. In some cases even higher DPS.

Also, both dragonite and salamence has higher DPS and are more easy to build up an army. Only stopping you is a CD for salamence could make salamence foolish investment.

Double dark tyranitar is a better option, easy to get a high CP and no rare candies. Only somewhat viable mewtwo option is shadow ball mewtwo.

Imo:
Rayquaza > salamence > dragonite/gengar > mewtwo > latios/latias > tyranitar

Outrage is two bars and raw DPS difference with Draco Meteor Salamance is 0.8. I would use dragonite to minimize wasted energy, but that's me.

Pokebattler gives salamance a 3-5% higher DPS rate so not an enormous difference.

And if salamance gets outrage or any decent dragon Charge move at a CD it could easily outclass A draco meteor salamance so I am holding tight in case of that option.

Without any investment my team would be:
1 rayquaza, 3 dragonites, 1 SC-gengar, 1 SB-mewtwo.

Even so a lvl 35 dragonite has better DPS and more bulk than a lvl 40 SB-mewtwo.

It will be fine if you are in an average size group .... But the big three dragons ( Rayquaza, Dragonite, Salamence ) with dragon moves are definitely the better option along with Shadow Ball Mewtwo.

People are reporting Mewtwo's legacy moves are back.
EDIT: Disregard this, they patched it.
