Exactely what I am thinking! Powered up two Raikou then maxed a 100% Groudon and powered up a second one. With Kyogre I did not have the same luck but ran out of rare candy here. Now with Rayquaza all rare candy went to Kyogre even though I always get 3 at most...I hope to catch 5 more Rayquaza so with the next double candy I could power up my two best Rayquaza. And then finally I could start investing the rare candy from the Regis and Dragons into a second Kyogre hopefully.
Maybe it is good that some legendaries are crap...
I've gone free to play after some initial spending during the legendary birds meta. I've been living off the 50 coins a day (with some days off) and using the daily free pass to earn raid rewards, exp, etc.
Before Groudon and Kyogre I had a huge stash of rare candy, over 400 at one point. A 100% Raikou diminished that a bit but I've been stocking up a lot since that was maxed out. Then I turned to Zapdos and Cuno since the former is still largely competitive and the latter is my team bird.
Groudon and Kyogre became my candy downfall. Everyone has been (rightfully) hyping about how Groudon is the greatest ground type of all gens, with similar comments for Kyogre. Maxing out even a non-100 became a no brainer. Groudon was no problem- I still had candies en masse. However, by the end of Kyogre (and maxing out my best one), I didn't even manage to max it out. It hangs at a very annoying level 39.5.
At the beginning of Ray I went 'ok, I'll drip feed power a Ray when I get the catch candy and RC every raid' Now, with a 100% Ray, every raid was a scramble to get the candy just to power it up further. I don't even know if I will be able to max it out before it leaves (which is certainly a luxury but also a bit of a problem!)
Given the imminent arrival of either the Lati twins or the golems, none of which seem to be 'game changning' except for Latios, it is an excellent opportunity to 'catch up a bit'. There is no opportunity cost for spending on Ray anymore- the RC you get from the Latis can go to Ray and for future investments, knowing that the next raid bosses are most likely dex fillers.
Any opinions on this?

And what about Mewtwo? I have two, one is maxed, the other at level 35. Mewtwo sucks down a ton of my rare candy!
I have caught two 100% Groudon, one maxed, the second is at only level 30. My luck with Kyogre and Rayquaza has been worse, as my best are "only" 96%ers. But I think Latios/Latias and the Reggies are not so good so we can all get back some rare candy.
Two 100% is crazy...I consider myself lucky with a 100 and a 98% out of 24 raids. For Kyogre a 98% and a 93% flew unfortunately, so my best one is a 91% 15/12/14. Then I have a 13/15/14 too which I will bring up too to around 3800 CP. For Ray yesterday a 100% flew after 10 perfect throws, so I will bring both my 98 and 96% to 3200 CP.
Rare Candy is, first and foremost, for Mewtwo. Otherwise, you could power up maybe 1/2 or 1 level, and that's it.
Now, for Rayquaza, with no power ups, I've caught 13, so I have 39 Rayquaza candy without spending any Rare Candy. And I hope to catch a few more before it flies away. Sure, I'll spend some Rare Candy powering up a Rayquaza, but I won't have to take it from 20.5 to 40 with just Rare Candy.
I agree completely. I have a reserve of about 200 and don't need to put more into Mewtwo, Groudon, Kyogre, Rayquaza, Raikou or Moltres. Going to max one Latios but other than that it'll be nice to both take it easier with raiding and spend the incoming rare candy on some lesser priority projects that have been on hold.
I'm leaving most of the legendaries at lv36 or 37, some even at lv31 32. No need to max them to 40 just to remove power up button or be able to call it done. Performance is more or less the same. And already have more than 250 in the bag. Even if I get a decent mewtwo I would get it to 36 or so and still have 100+ in the bag with 5 months of nothing to spend on. Lv40 is overhyped and too much resource consuming
