MAX Power Up Pokemon and then LVL UP

If I max out the "Power Up" of a pokemon say IV perfect for example and I'm trainer lvl 29 and then lvl up to 30, does the Pokemon give me a chance of "Power Up" it again when I reach +1lvl? or since I already max it out won't give me that option later.

In other words should I care about making the "Perfect" Pokemon if I'm not trainer_lvl 30 or won't matter a perfect IV pokemon before reaching lvl 30 (since trainer_lvl 30 to 39 won't make a difference on Pokemon "CP")

Wow, cp has nothing to do with iv, iv just influence the max cp you can have.
So if you find a 100% iv, upgrade it, it will cost you a lot if he is low level (so low cp) to upgrade him, so better find a 100% with high cp so it will cost you less stardust.
But 100%iv are very rare, so if you find one, you can upgrade it he will be '' the very best '' the cp only influence on the stardust you will need to pay.
Upgrading a pokemon = leveling up, and a pokemon can be max lv 31.5 if you are lv30 trainer.

In other words, iv is like the genetics of the pokemon (ex: you get a big dick as a kid, you will keep it all your life) and the cp show you the level of your pokemon, and if he is lowlevel you will need to pay a lot of stardust to grow him up to your trainerlevel.

Pokemon Max level is 40 or 40.5. I think you confused it with the max level wild Pokemon spawn as which is 30. But if you max out a Pokemons CP and then your trainer levels up, you can power up your Pokemon again since the CP cap was raised.
