Max out Rayquaza vs. Kyogre?
I've got enough resources to max one of these. Rayquaza is 15/15/13 and Kyogre is 14/14/14. Mostly, I'm wondering which will be best for Gen 4 legendary raids.

Rayquaza, gen IV's got three dragons, but dialga will likely surpass all dragon types against dragons as it is a dragon type that isnt weak to dragon.
In my honest oppinion, hold off on powering any legendaries (at least with RC) until gen IV comes out, as until then, most of what has been the best came from gen I (mostly due to them just having superior stats in general) or was a legendary, (theres a few oddities, but neglecting the 3 types that didnt exist back then, theres only really been one change and that was tyranitar due to an event) but gen IV does change that, a lot of gen IV pokemon have fantastic stats and the possibilities are a lot more open than before (such as 2/3 competitors for best in type as opposed to previous gens where there was near 0 competition for best in type)
Keep in mind Kyogre will have a more urgent need by way of Regirock raids.
For Gen 4 specifically, Rayquaza will be your best bet. Palkia in particular only has dragon- and fairy-type weaknesses, where Rayquaza will be your hardest-hitting counter available. The only exception would be if Dialga came out first, where post-nerf a DT/OR Dialga matches Rayquaza in DPS with higher TDO against a DT/OR Palkia thanks to steel-type resistances. In either case you'd likely want one of each so Rayquaza wouldn't be a wasted investment.
Rayquaza is by far more useful for Gen 4 raids like said already. Kyogre's only legendary matchup is Heatran, where it's outclassed by every good ground type.
But you should wait and only power up when the target is actually there. Kyogre is better as a long term investment, but Ray isn't bad either, you can't go completely wrong no matter which you end up powering first.
