Is the max cp table still wrong for dragonair?

I have a level 22 dragonair that has 1108cp which is 10 higher than it currently says is possible.
Edit: I can provide pics if needed but I really would like to know if this is a max IV dragonair or if the calculations are still wrong. Given that it was hatched it could be possible that hatched pokemon have a higher chance to have really good IV's.

That's interesting. Can you provide pics? Maybe it tells us that your dragonair is at level 22.5? So we actually could have .5 level wild pokemons?

You can see that it can be upgraded once more and I'm lvl 21 (max pokemon level is trainer level plus 1.5). But I leveled it up till the stardust cost changed to 3000 and it was 10 above, then to make sure I leveled it at 3000 cost 3 more times and you can see it still costs 3000 for the next level which means it has to be 22.

Any way you look at it according to the current chart it can't be that high cp without costing 3500 dust for the next level

So on the table it doesn't show the level you're gonna get once you pay for the upgrade it shows what you are when you can see it? Then why is there a stardust cost for the lvl 40 stats if by that logic you would pay for the one that says 39.5 and get the stats for the one that says 40? I'm not trying to sound rude I would just really like to understand how the chart was made lol. Thanks for the reply though

I think the chart is confusing because it should have level to the left, min & max cp to the right of that, MIN & MAX HP (possibly helpful), and, finally, at the rightmost, "Stardust & Candy cost to upgrade to next level" (which is really what the "Stardust" element in the table means, though it's confusing as there is no level 0, and thus no upgrade cost to level 0.5 or 1).

I had some of the same confusions and have some of the same questions as you.

Yeah I agree, most of the chart makes sense now though but I think the "stardust cost to next level" should certainly be stated in the how to use part of the page for clarity if they aren't gonna remove the stardust cost to next level at 40. Which is where I got confused, I did read about someone mentioning the possibility of a level 40.5 though so that could be why the stardust cost is there and they can't get the exact cp multiplier because theres no level 41 multiplier to plug into their equation on the advanced stats page.
