How do i know the extact IV of my Magikarp:
cp:170 hp:38 dust:4500 IV: 82,2% / 100%

Use a IV calculator. This site has one as well as pokeassistant.com. If you have iOS hen you can download Poke Genie and import a picture of your Pokémon and fill in the appraisal information.

i used and the result was 82,2% or 100%

Well if it only gave options for 82.2 or 100 then it isn't 100 because it doesn't read as all stats being maxed.

Try again, I got 84 and 87. No way it's 100% because the defense is not 15. Maybe you are misinterpreting that a wonder Pokémon is 82 or 100? You need to fill out all the info because it's somewhere in between.

If you have never powered up this Magikarp, its IVs are:

HP: 15 / ATK: 15 / DEF: 7 (82.2% perfect)

If you have already powered it up, it could be any of these, and you will have note the change in stats and recalculate the next time you powerup:

HP: 15 / ATK: 15 / DEF: 12 (93.3% perfect)
HP: 15 / ATK: 15 / DEF: 11 (91.1% perfect)
HP: 15 / ATK: 15 / DEF: 7 (82.2% perfect)

i never Powered Up

You need to click the pokeballs below "Attack" and "HP", since it said "I see that the best attribute is its HP. It is matched equally by its Attack."

That should reduce the results to what I said above.
