Is there ever a time you would prefer CC over DP?

Raids. The higher DPS is helpful. If you can get a third charge move in before fainting, DP does a little more damage. If you dodge once and get an extra CC off, it's a big win. So it all depends on how long you hang around before fainting.
From a raiding perspective, DP is much harder to deal with - fighting a CC boss, he knocks you down to maybe 1/3 of original stamina, and then hits you with CC and knocks you way negative, wasting a lot of damage (since -1 and -80 hp are the same). DP doesn't have that problem as badly.
But when raiding, every point you do takes the boss down further, and if you're wasting damage, it's because you won (so who cares if you waste some then?) The issue there is if you waste accumulated energy that you don't turn into damage. That's the key to managing CC and the other strong one-bar moves while raiding, get all your energy converted to damage before you get KOd.
