Both; last breakpoint for Tyranitar is 36.5 and 36 respectively for them. That 1 boost should not be the biggest problem.

In all likelihood they will be similar in output and both are high % IVs. However, being that dust is usually the most limiting factor for people, I would suggest the 15A. You can always sim them and see which will be better.

As far as maxing it, you can easily get 6 machamps to give you about 50% of a Ttar (that isn't iron tail/fire blast) to do around 50% of the bosses hp at only the L 29 breakpoint. I can do so with only 5 at 29-30 and the 6th at the L25 breakpoint.
