Machamp with low IV

Power up it, IV doesn't make a lot differences except for glass cannons like Alakazam and tanky attackers with low base attack stat like Wigglytuff.

I would power it up.
For attackers, moveset is key. IV doesn't matter that much.
A 22% IV Lvl 30 Machamp will be as good as a 100% IV Lvl 27 ....

Since Machop is rare in your area, power him up.

I agree that a low Iv with a good moveset is favorable compared to a high Iv with a poor moveset. However, there is a third option, that would require more time.

You could gather 124 + X candies where X is the number necessary to power machamp up to either lv30 or the lv you want. The downside is that you won't have a machamp of usable cp any time soon.. :/ but, this way, you could save up for a machamp with better ivs and invest in it if you obtain a desirable moveset. Do note that there's a 1/3 cumulative chance of rolling either C/CC or C/DP. This option is viable if you would be satisfied with a high Iv C/CC.

If you're set on having a C/DP, it may be worth powering up the one you have. Either way, best of luck!!

I have a lvl 14, 51 %, C/DP Machamp which I intend to power up AFTER the gym rebalance just in case something terrible happens to Machamp.
