Lugia Move set

Before they anounced that Lugia is going to appear again I was planning to powered up the best one that I had (93IV 15atk) (E/FS).
Now I'm triying to catch a better one and get more candies to don't use my rare candies.
Until now my best is a 91 IV (15atk) shiny (E/FS) and maybe it will be powered up since it's a shiny.
My question is wich charged move is better to have on it (FS or SA).
I only plan to powered up only one of each legendary.

Sky Attack is better in matchups with equal effectiveness (e.g. neutral effectiveness or vs Machamp where both are super effective) but Future Sight has it's uses as a pure psychic type attacker.

If you want to use it for soloing Machamps and/or clearing gyms with less potion usage, you'd want Sky Attack due to better neutral DPS.

As a psychic type attacker in raids it can be useful as a tank counter if you have issues rejoining after your 6 Pokemon have fainted or you just want to save on revives.

Otherwise there are better options for psychic types if you want more bonus balls for damage, such as Mewtwo if you're fortunate, or glass cannons like Espeon or Alakazam, while Gardevoir and Metagross are compromises between glass cannons and the super tanky Lugia, having only slightly lower attack but much better bulk.

Personally I'd go with Sky Attack. As a pure psychic attacker it's outclassed or on-par with several Pokemon, but with Sky Attack it's one of the best counters to Machamp and #1 for potion efficiency when fighting gyms, so I'd be more likely to use it.

I can't imagine any cases where Future Sight would outperform Sky Attack outside of Muk and other poison types that may require a tank counter. Psychic Types have no shortage of glass cannons, and tank counters can be filled by Psychic Metagross (for its double-poison resistance) and Groudon, so I don't think an anti-Poison Lugia is really necessary. Sky Attack, on the other hand, counters Fighting as well (with the added benefit of taking on Bug and Grass types), and it does a much better and more consistent job of it. Go with Sky Attack.

What do you need this Lugia for? That's relevant.
Sky Attack is the short answer though.
