Lowest IV you evolve/power up dratini/dragonite
Hey, just curious folks, two part question
1) What is the lowest IV dratini you will evolve
2) What is the lowest IV dragonite (assuming good moveset such as DT/O or DT/H) that you will power up
Just as context, I have 2 low 80s% IV dratini and 2 60-70% IV dragonites with decent movesets. ~100 candies. Trying to make a decision. Been playing since game came out, but RNG gods have not been kind on eggs.

I did an 84% recently, because it was level 29 and had 15 attack.
When it comes to Egg Hatches (20) I am more picky and wouldn't do anything under 89%
If I caught one wild, though I would power up on top movesets at much lower percentages. Especially if I was planning on only going to Level 30 for an attacker.
Even a Low IV, 31-32 = Level 30 with High IV
So for the right moves, 20ish candy and 20k dust is a LOT LOT cheaper than 125 candy for evolve for a chance for the moves
Any wonder Dratini should be worth evolving (and powering up if it gets a good moveset).
In my area, Dratini is easy to farm. I have three wonder Dragonites (SW/DP, SW/Hurr, SW/HB) and four wonder Dratinis, so I can afford to keep trying for a good moveset. Most players cannot afford to repeatedly spend 125 Dratini candies for a 1/3 chance and should thus power up whatever Dragonite they have.
Been lucky with mine. Caught Dragonair 100% and a Dratini 95% as well as hatched a 91% which are my only nites right now. Keeping with this trend I'll be very picky about Dratini IVs and wait for 88.9 min to invest into my 4th nite. Sitting around 180 candies now.
As far as a wild nite, never seen one. If I ever caught one with good moves I might power up if level was in 15-20 range or higher and IVs above 60
Completely depends on IV to level ratio. I would evolve a level 30 Dratini or Larvitar higher than 70% because I can get a usable mon immediately with minimal dust investment. This is especially if you’re going for an attacker. Attacking is a joke in this game and moveset completely trumps IV. If you need a defender, I would bump up my original IV statement to around 80% just so that I could get better gym placement. Hopefully this changes with the gym rework so people actually think about diversifying gyms and not just focus on CP regardless of how crappy it is (Gary).
Wow, you got pretty lucky with your IVs here.
I got 6 Dragonites on my own, but with over 200 Dratini caught just managed to get two with IVs greater than 90%.
I set my bar for Dragonites at 84% regardless of level or moveset. If I already invested 125 candy into the evolution I can afford to invest another 80 candy or so to bring it to lvl 31,5 where I usually stop powering outside of Blissey and Snorlax.

Dratini to evolve must be at least 91.1%.... Doesn't matter if caught or hatched. Not going to waste 125 candy on anything lower.
Dragonite to power up is slightly different. It depends on moveset and initial level. I recently caught a 27 level, 2489 CP, 20 IV (2,3,4), with DT/O moveset. Immediately powered up to level 30 so I can use it as an attacker.
But on the other side of that, a 17 level DB/DT moveset with 64.4 IV got sent to the professor.
