Low CP mons blocking gyms.
I'm a Mystic player living on the boundary of a Mystic and Instinct control region. Our gyms on the boundaries are being taken off about twice a week by Instinct and we build them back up, never letting the gyms to be yellow for more than a few hours. Lately, whenever we take back a gym, someone put a low CP mon in it making it impossible to prestige past lvl 7. I don't have any proof this is an Instinct dual account player but it is very consistent and very annoying. As a result, our gyms are attacked much more frequently and mons never stay in them for more than two days.

If it's a CP 20, use a CP 10 prestiger for 1000 prestige gain (o course, all 6 game provided attackers will have to be replaced with CP 10 mons for this to work).
With cannon fodder > 10 but < 20 CP, do the same, you just won't get as much prestige gain each battle.
If it's a CP 10, that was really ignorant, or an alt account by an Instinct rival, LOL. They might have thought they are being helpful, but clueless about prestiging.
So repeatedly attack the CP 10 with your game lineup (don't bother with prestigers) until you can add a reasonable second defender and then use it to prestige against for maximum gain.
Someone please correct me if I'm wrong, but that's what I would do.
You could prestige against something big, place a mon - and then someone else come and prestige and put in something weak.
If you open up many spots, someone may just place the last thing they caught anyway.
If you let that sort of thing stop you, then you may as well not bother ever adding to a gym.

Sure, when they kill the pidgey they only get 100 prestige points, but then when they kill the next mon in line they will get the appropriate amount.
That is why I said ignore the low outlier and base your team on the next few in line.
The amount you get it calculated against each individual defender VS your highest CP attacker.
IT IS NOT the lowest CP defender VS the highest CP of your attacking crew, for all in the gym.
Each mon you attack for prestige gets it's own calculation for the prestige gain.
You are a Mystic player, how can you prestige an Instinct gym? This doesn't seem make sense.
I don't think cheaters would take the spots that you had opened, and throw in low CP Pokémon. It seemed to be more believable if they were throwing Golems/Rhydons into it, excluding low CP, but high-performance pokémon.
