Looking at IV Differences in Terms of Levels (Lapras)

Think about IV portion of CP as a function of Level.(rounded attack up)

Number in Parenthesis is Under 30 CP gain and over 30 CP Gain.

Using Lapras an Example.
0% Lapras Level 30: 2213 (+37 CP)
Level40: 2582 (+18.5 CP)

4/4/4 (27%): Lapras Level 30: 2302 (+38.5 CP)
Level40: 2685 (+19)

8/8/8 (53%) Lapras Level 30: 2388 (40)
Level40: 2791 (20)

11/11/11( 73%) Lapras Level 30: 2461 (41)
Level 40: 2871 (20.5)

15/15/15 (100%) Lapras Level 30: 2555 (42.7)
Level 40: 2980 (21)

Let's calculate most closely what level Lapras is Equivlent to what Level.

A (0/0/0) Level 30 Lapras is same as Level 29 (4/4/4) = Level 28 (8/8/8) = Level 27 (11/11/11) = Level 26 (15/15/15)

Meanwhile a (0/0/0) Level 40 Lapras is same as a Level 37.5 (4/4/4) = Level 35 (8/8/8) = Level 33 (11/11/11) = Level 30.5 Pefect Lapras

While not quite as easy to read the data for other lapras is below

4/4/4 Lapras(30) = 0/0/0 Lapras(32.5) = 8/8/8 Lapras(29) = 11/11/11 Lapras(28) = 15/15/15 Lapras(27)

4/4/4 Lapras(40) = 0/0/0 Lapras(Impossible) = 8/8/8 Lapras(37.5) = 11/11/11 Lapras(35.5) = 15/15/15 Lapras(33)

8/8/8 Lapras(30) 0/0/0 Lapras(34.5) = 4/4/4 Lapras(32) = 11/11/11 Lapras(29) = 15/15/15 Lapras(28)

15/15/15 Lapras(40) is obviously impossible for any lower IV Lapras to catch since the cap is 40.

Methodoly: put IV in CP calculator at level 28. Did 28.5, 29, 29.5, 30, 30.5, 31 to find the gains keeping in mind there is some rounding going on and I didn't feel like doing all the numbers. Could do the same with any pokemon but most would have a smaller spread as thier max cp isn't as large. I subtracted the level 30 CPs then divided by the CP per power up to find power ups then divided by 2 for levels. There was some rounding in here because often it would be 5.3 power ups. I did this rough equivlents, I didn't want to make a spreadsheet of everything so I just rounded Power Ups.

Oh yeah,

you can do same thing for other Pokemon but I so often see Lapras Power Up Questions.

Keep in mind, a Level 30 0 IV Lapras has 2213 CP and can only be passed by 26 Non-Legendary Pokemon and by Level 40 that number drops to 10 Non-Legendary

Meanwhile a 8/8/8 Lapras at level 40 can only be passed by a Perfect Level 40 Vaperon, Exeggutor, a better Lapras, Arcanine, and Dragonite.

And a Level 40 0 IV Lapras can only be passed by

*By level 11, your Pokemon is already 50% as powerful as it will ever be, despite only having paid 4.5% of the total Stardust cost.

*By level 30, your Pokemon is already 90% as powerful as it will ever be, despite only having paid 43% of the total Stardust cost.

*Leveling a Pokemon from 30 to max level costs 165,000 Dust and only gives a 8.4% gain in power. For this same price you could raise 2 Pokemon from 20 to 30 and each will see a +22% power gain.

*A level 30 Pokemon with max IV's can be more powerful than a level 40 Pokemon with low IV's.
