Location of whirlwinds

Happens when you try to feed your pokémon in a far away gym which is under attack.

How about the little fire puffs in the background when throwing at a pokemon?

I remember sometimes when the whirlwind appears it follows me around. It is always centered around me. Sometimes it also continues even when the gym in question has been taken down. In that case, if you restart the app, it should go away.
