Level 10 Gym

Some days ago, I saw a level 10 gym with 54,000 prestige points. But I couldn't put my pokemon in it. I guess it's due to somebody had trained this gym from level 7 to level 10 with two empty slots, so when other two trainers put their in the gym, its prestiges was raised to 54,000.
