Which do you value more and why? This is assuming Dragonite has DT/ w/ any of the 3 charge moves and Tyranitar w/ B/ SE or Crunch. Both have good IVs so that would be irrelevant lol.

I'd go with Tyranitar. He's rarer. Haven't seen a single Larvitar or even hatched one. Don't get me wrong. Dratini's are rare as well but from time to time, I catch one and also managed to snag a high IV and got DB/HB as it's final Dragonite moveset. They both suck at defense though. Weaknesses exploit so I'd choose the rarer one in my case. Wouldn't say no to either of the two anyway.
DT/O kills faster - melts stuff so fast. Also one of the best defending pokemon in the game.
B/SE is a better sweeper -- the dodging utility is absolutely nuts, and you can likely deal more total damage than DT/O before fainting.
For attack, slight edge to tyranitar. For overall utility, DT/O wins out because it's a face melter on attack, and it's a beast on defense.
They are both strong general attackers with their respective good movesets but Dragonite is superior in dps, in fact, significantly superior, refer to http://pogomoves.com/rankings/gym-offense.php and you can see the highest dps in the game is Gengar with SC+ShadowBall (legacy) and Dragonite with DT+OR deals 99.2% of gengar's dps while Tyranitar with B+SE only deals 84% of the dps, big difference. In addition, Dragonites with DT+H, DT+HB, SW+OR, and DB+any possible charge move deals more dps than Tyranitars with B+SE (its highest dps moveset). As for defending gyms, both have double weaknesses, Dragonite and Tyranitar has double weakness to ice and fighting moves respectively. Lapras is the strongest ice-type pokemon with good ice-type movesets and we all know how bad it has been nerfed several times. On the contrary, while Machamp'x max CP is below 3000, it's still higher than Lapras and is actually one of the highest dps mons in the game. So Dragonite's hardest counter is actually its own species, the Dragonites themselves (with dragon-type moves), while Machamps with C+BP/CC wreck the Tyrants. On top of that, Dragonite is also a better generalist defender than Tyranitar, refer to http://pogomoves.com/rankings/gym-defense.php Who doesn't want a Tyranitar, the beast looks cool, bad-ass, and savage while Dragonite looks somewhat cuddly. But both in gym offense and defense, clearly Dragonite edges out Tyranitar.
good quality machamps are hard to come by for some people but a 2000cp cloyster will smash any dragonite and is easier to get as is a dragon move gary, yes you lose stab but gain damage resistance and he can usually get through a few dragonites without much effort (maybe kingdra would do the job as well but the only scale I have got me blizzard arghhhh) I don't find either to be a particular deterrent in defense outside of CP.
if DPS was all that mattered to being a good attacker, this would be a perfect analysis; however, there's more to it than just rate of damage. One has to consider how much damage a particular attacker can deal before fainting when you are talking about sweeping level 10 gyms.
Sure, Dragonite obviously has the higher DPS movesets, but the dodging utility of Bite / Stone edge allows Tyranitar (with his increased bulk) to deal a ridiculous amount of damage before fainting. More than any variant of Dragonite, except for DB/DC and that wasn't part of the question posed.
Both are severely countered when it comes to defending gyms, but Dragonite is the superior generalist defender because of his moveset superiority -- DT/OR is just ridiculously good for defense.
In all, Tyranitar has the ability to faint more pokemon before fainting, while Dragonite has the ability to faint any particular mon faster. I place more value on the former, so as I said I give the slight edge to Tyranitar. Attacking isn't all about DPS.
I am in full agreement that Dragonite is the better defender.
I am fortunate enough to have both a B/SE Tyranitar and DT/H Dragonite. There is not contest. The B/SE Tyranitar is more valuable to me. It resists all Blissey movements except DG and has a fast enough quick move to hit all key dodges (without the frequent slow charge move like C), so it slays a non-DG Blissey almost as quick as Dragonite, but with far more HP remaining. I've beaten Blisseys while losing only 1/3 of HP. It has a similar benefit with Snorlax, resisting all but 2 possible moves and being quick enough to dodge BS consistently. Tyranitar is overall better against the 2 defenders that are most troubling to me.
I'll use the Dragonite against Vaporeon, but DT is slow, so I miss some key dodges and lose more HP than I should. H works great against Exeguttor, Machamp and a few others, but nothing that is a common defender in my area. Dragonite works well as a generalist, however, I'll usually choose others against all common gym defenders except Vaporeon.
Both also double as a defender. Neither defends well, but they both have a high CP, so they can stay at the top of gyms. Tyranitar has a higher base CP, so it serves this purpose better, making it both a more useful attacker and defender to me.
I have all the DT dragonites and DT/O is the best variant for offense and defense although I do like DT/HU a lot too. DT/HB is meh. I never liked HB to be honest.
I can only compare DT to my only Tyranitar that got B/FB. I definitely like DT/O/HU better than B/FB. Maybe if I had B/SE my opinion would change.
I also find Tyranitar's color and look unappealing. Don't like the booger green.
