Less spawns near stops?

This might be a freak occurence or due to spawn points moving, but I have been on two seperate 45-60 minute pokehunts today and have noticed something odd. There seems to be considerably less spawns near the pokestops.

My small town got a new cluster of three stops at the local graveyard and nothing spawns there. Well, I got one spinarak on my first visit and one pidgey on my second visit there. That seems amazingly little for a cluster of three stops.

In another place with two stops which is usually crawling with mon, there were only one or two both times I visited. Perhaps one of the stops turning into a gym explains that.

We also have a parking lot + city hall house with a total of four stops - not exactly a cluster, but still fairly close to each other - barely saw any pokemon there.

The good news is that there now appears to be a spawn point right near my house, whereas I used to have to walk 200m from my house to catch a pokemon.
