Legendary iv pure luck?
I made over 60 Rayquaza raids, caught about 50, my best has 87% iv, never even saw any over 90%. Is it really pure (un)luck?

Yes, it's down to pure luck (or bad luck). Some people I raid with have barely seen any above 2050.
The first I encountered (and failed to catch) had 2056, but then I had a long run of really poor IVs.
But in the past nine days I've caught six with 93+ IV. Got two 2078 in a row, which is just crazy.
In response to the poster, yes it is purely luck ... more on this below.
To the many respondents who are complaining their Legendaries are "ONLY" 91% or 93% ... are you kidding! Those are great Mons, get over it, would your life really be notably better is you had a 100%? Hope you aren't teaching your kids such "perfectionist nonsense". A lot of rural players don't get to catch any legendaries, so count your blessings and be happy with your 90% + awards.
Regarding luck, yes that is ALL it is. I have done raids in which I did zero damage (I mean literally zero did not fire a single shot) due to comm errors) and was still rewarded a very good IV Mon. In others I did well with 2 or 3 damage and received a lacklustre Mon, thus IV can't be related to raid performance / damage. It should be IMHO. The only possible factor I have seen is that I sometime seem to get better IV raid bosses when my team (Instinct) has gym control and /or sometimes when I have a Gold gym badge.
Has any else noticed any patterns that might boost IV in a raid? Good luck to everyone with Lugia this time around!!!
