Legendaries transfered

So with double candy finally there I transfered about 100 legendaries dating back to Raikou. So now for me questions arise. In general it's about the debate of having two vs. one maxed. My cases:

Raikou: 14/15/13 lvl 35,5 and 13/15/15 lvl 31,5. 60 candy available. Would you power up the first or the second?

Lugia: 14/14/14 lvl 35,5 and 15/15/13 lvl 25. 90 candy available. Max the first or bring up a second one? Maybe one with FS and one with SA?

Rayquaua: 15/14/15 lvl 31,5 and 15/14/14 lvl 20. 80 candy.

I also have Ho-oh candy left and my 96% is sitting at lvl 31,5. Would you power him up further. Which moveset is more useful?

I also recently got to 40, first 6 months of legendaries I saw the importance of taking two to 30+. Doubles of Raikou, Moltres, Lugia, Mewtwo (4). However, past month I finished maxing a Raikou, Mewtwo, and Kyogre. I also transferred quite a lot of 80% legendaries today and will put that candy into my best one. I'd say put yours into the higher level Raikou and Rayquaza.

Lugia and Ho-oh more of a player judgment call--I actually have a 3300 and a 3125 Lugia, so I'm not one to say it is a no-brainer to have one 3500+, however, most would say focus on one--especially since a luxury/niche

Personally I prefer to get one to high level around 35 or 37, and maybe a second one to 31 depending on utility or moveset. For Gyms one is enough, for raids non legendary option or lv31 one performs quite decent unless there is a real shortage of players but most of all looks diverse on Pokémon storage. If there is a superior option in future generations it’s easy to replace since 30-31 isn’t too drastic investment. Another reasoning would be possible limitations like one per type, not necessarily obligation but possible field quest who knows

Raikou: when you need one, two is better so would use the candy on the second one

Lugia: not much meta use, neither

Rayquaza: use it all on the first

Ho-Oh: hmm, once again, not much use

I think both is always the better choice in terms of playing „perfect“. But personally it bothers me not to max them out...
I mean lets be honest: In how many cases does it even matter?!

Raikou: 1 is fine.

Lugia: 0 is fine. Useless

Rayquaza: 1 is fine, 2 is fine too, but I wouldn't.

Ho-oh: 0 is fine. Useless.
