I believe they should allow at least one legendary in a gym. With quests, even rural players can get legendarys. And gyms should be hard to defeat. I think the golden raz should be more limited. It’s impossible to take down a gym if everyone is golden razzing it. Which should not be the case. Gyms should be harder without the golden raz, however be easier if everyone is golden raz vs the current. My Mewtwo raid this morning was a great example. Ten trainers were trying to take down a gym today but could not because everyone else was golden razzing the gym. For over a half hour. That is kind of ridiculous. However I don’t think it should be easy for two trainers to mow down a gym in around a minute or so with a team of maxed out Machamps. My two cents.
Legendaries shouldn't be ever allowed in gyms
*Just in case this may contain spoilers of new pokemon* Legendaries are species that are not allowed in gyms yet, but would it be a good or a bad decision? For me, it is a bad decision.This could be the problem depending on where one lives. However, wouldn't it make it harder? Considering that Blissey is already tedious to defeat, allowing Pokemon such as Ho-Oh, Lugia, Latias or the three birds who have an advantage over Fighting-types who defeat normal types namely Machamp would make it harder. It may also affect rural players who do not have access to such pokemon really badly. Not only that but it also will affect the amount of revives or potions wasted on gyms. It would ensure coins yes, but not for others who do not benefit from this. Although, it may increase the diversity on pokemon counters used for gyms. However, a formation of Latias/Blissey/Ho-Oh/Snorlax/Lugia/Regirock + Razz would be helly wouldn't you agree? With the advancement of gens, it could even get worse. Especially since Kyogre and Groudon are just the first "main" legendaries with tremendous stats. New gens would also get new Legendary Pokemon such as Deoxys-Defense, Cresselia, Meloetta, Diancie or Celesteela who are defensive and the Fighting-type may struggle with. Finally, everyone who has access to raids can get legendary pokemon even if it's level 5 because they have access too which means rurals may struggle even if they played first... What do you think

No legendaries are anywhere near as good as Blissey at defending, although Lugia is quite good. I think allowing a maximum of 1 legendary per gym would enhance the game by introducing a bit more variety into defensive lineups.
It's not like any legendary is so good at defending that putting them into gyms would create a massive advantage, which you seem worried about. There are a number of legendaries that resist fighting, however changing your attacker takes only a second and then you're in a favorable matchup again.

Just kick them one by one. Or if not, a team of Dragonite/Tyranitar, 2-3 Machamps and Raikou can handle it. Even without having legendaries or pseudo-legendaries you can make a reasonable team of 6 that will easily handle that gym at full motivation.
I think "no legends" and "allow legends" is a false dichotomy. In the main series games, there are different tiers of legendary pokemon. Some are allowed in different levels of competitive fights. Do something similar in Go. A lot of legendary pokemon would be perfectly fine as gym defenders. Just make a list and exclude the ones that are "too good".

If we go with banning ubers (so that includes SB groudon, blizzard kyogre and hp lugia) from defending, it would remove the biggest threats but it would allow for some strategy for other legendaries such as Volt Switch Raikou and hidden power suicune!
However, this only really serves to keep things interesting because the only real legendary defender is Lugia. Maybe Raikou is the only non-uber that is good enough at making some sort of defensive contribution.
In my opinion, the current gym system is one that makes any gym defense easy to tear down once motivation decays enough. Apart from Blissey, who's time consuming, nothing is remotely challenging. Sure, the active feeding of gold berries makes taking down a gym more difficult, but having legendaries in gyms won't change that headache all that much.
Personally, I'd vote yes to allowing legendaries in gyms, even if their was a limitation of maybe one per gym. It will finally let legendary Mons like Lugia, Ho-Oh, Latias, eventually Regirock/ice, and (to a much smaller extent) Suicune have a place in the game to really shine. Legendary gym defenders would also mean more attacking team variety other than six Machamps, and because motivation decay exists, none of them would break the gym meta.
I can sweep an entire full motivation gym with 1-2 pokemon consistently. That is just to easy, I would love an actual challenge. I don't even have that strong pokemon, I'm only level 32. It would be nice to fight Lugia who not only has great bulk, but also has lovely defensive typing. I mean, am I really the only one who thinks Gyms are too easy. Even when thought are put into there formation with alternating typing.
30 minutes ago I had three 2585 Machamps faint (1 for each round) beating a newly placed 2900 ZH/DG Blissey. 12 minutes after that my 2800 DG Blissey returned, even after I was feeding some GR. I would have GR'd it endlessly but I'm only 50% certain it is a spoofer. Could be a 40 that changed their name, he doesn't raid but still rides his bike around a lot--wouldn't want to keep him in a church parking lot past 9pm on a Sunday
I've always felt each gym should have one "Legendary Slot" which would allow for a legendary gym defender. This would allow for defensively-oriented Pokemon, like Lugia, Ho-Oh, and Suicune, to shine.
For example, all of you gave checked out the latest news involving the plane flight with John Hanke. Perhaps gyms could be "trained" up to a level that unlocks their Legendary slot?
I wouldn't worry too much about rural players. The game has been actively biased against us since launch. We've learned to adapt and this would be no different. You don't need Legendaries to take down Legendaries
The gym system now is ''fair'' sure, but it's also mind-numbingly boring. I'd love to take on a team of lengendaries and have to carefully select my team instead of swiping over to Machamp Army and tapping away til the gym falls
I think Niantic should consider adding a new type of gym which only includes legendaries, like normal gym, trainers cannot place two same pokemons into the gym, it is designed for trainers with the best combination of pokemons to challenge the battles, rare candies can be offered by taking over the gym.
I think they should stop the motivation bullshit. Sure the turnover is high but its no where near a challenge. Legendaries wont change anything. They should go back to the 10 slot system. Of course keep the only one Pokémon rule (diversity) and make it quick like u have to defeat it only one or two times. If u want to implement something like motivation u could say there is a cap for 2d/3d and than the pokémon goes back to his trainer. One Legendary slot for the trainer who defeated the gym.
