Legacy moves question

I don't know if this has already been confirmed or not, but is it possible for pokemon caught before this more recent gen2 update to get legacy moves when they do get evolved?

I would assume they cannot, but just wanted to pose the question.

They cannot roll legacy moves.

No, just like a Gyarados caught on July 7 can't learn Dragon Breath.

No matter when a mon is caught, it can only get the movesets currently available.

Just because it was caught a long time ago, does not mean you can get moves that are no longer available.
