So I am trying to understand how the legacy moves things works. All legacy moves for each mon are now no longer available for the Mon to get. For instance, my karate chop submission Machamp and my Cloyster with Blizzard can never be replicated?

Correct, a newly evolved or caught Pokémon cannot learn these moves. It was reported that a hatched snorlax got body slam so I assume move combos are determined when you pick the egg up, not when hatched.

Yeah everything about the Pokemon is determined when the egg is dropped from a stop. It is basically a wild encounter with min 10/10/10 IVs and guarantee catch.

By definition, a legacy move is a move that can no longer be obtained, either by catching or evolving.

If you still have eggs that you received before the move change, they can still have the older moves (which is evidence that egg contents are set when you receive an egg, not when it hatches).

A legacy move is not automatically more desirable. For example, Poliwrath with legacy Mud Shot is still pretty disappointing.

Thanks for the answers. I have sitting on the fence about powering up that Cloyster to eat Dragonites and now knowing I can't evolve one ever again I am thinking it is time to power up.

Unfortunately, Blizzard may no longer be the best charge move for Cloyster, with the introduction of Avalanche.

A lot of, if not most, legacy moves are just there to be legacy moves. They aren't stronger.

My exeggutor with Confusion/SB and Gengar with Sc/Sb beg to differ ;p

I think it means moves that cannot obtain in the current version. So maybe in the future you can get it again.

For example Gengar with Shadow Claw and Shadow Ball is a legacy moveset that seems to be the best Attacker of all the mons available right now.

i would say that Shadow Claw + Sludge Bomb is a better moveset for straight DPS. Sludge Bomb provides better type coverage, and isn't resisted by the top defenders like Snorlax and Blissey.

Shadow Claw Gengars are beast, though.
