Legacy Clefable

Going through my Pokemon and trashing a lot to make room for new. I've got this legacy Clefable which Gamepress says is the best attacking moveset. Worth spending the dust on advancing? Eventually I want solid options across the board, so not too fussed that I'd not an elite Pokemon like Tyranitar etc. It's just fairly low level, so will take a lot of upping.
