The level 11 slowbro with 11/14/15 (88.89%, A/D/S) IV, worth invest stardust? Or wait for Slowking? I have nearly 50 candies for now, thank to the nest, but the ones with good IVs aren't common. Note: powered up to level 11.5 to see the exact IV, now CP 796.

Not true, it actually is the best defensive moveset together with Confusion+Psychic. Confusion, with STAB, is the strongest quick move for defense, and Ice Beam is a great charge move which he can use pretty often and it's gonna punish the common Grass counters.
I'd say power it up to 2000+ CP if you have the candy and stardust for it, it's going to make a great defender.

Not to forget Dragonite. Dragonite attackers will really enjoy the time between "Ice Beam" is announced and dragonites life bar changes into a shorter, more reddish form, swiping wildly on their screens. :-)
At least i image they do and i am having an evil grin on my face while selecting slowbro (or tentacruel) as defender.

I have around 500 Slowpoke candies and don't mind using them since Slowbro's CP nerf, though I keep on catching Slowpoke in nests...
The nerf made it too low for defence, why should one power it up? Maybe Water Gun Psychic for attack, but of course there are thougher guys.

For real defense. (!=putting a glass cannon in a gym's top layer) Experienced trainers know how good slowbro defends, so it can deter attackers when he stands at the bottom of a gym. Even better, when it does not stand at the very bottom, maybe has 2 other guys under his feet, so it would have to be defeated multiple times.
Yeah, but here's the problem - low CP strong defenders (like Slowbro and Poli) slow your teammates down more than they slow you down.
While Slowbro is certainly strong (definitely pound for pound one of the best defenders in the game next to Snorlax/Lapras) he's only going to slow someone with strong attackers down. Maybe they have to dodge when normally they wouldn't.
Training against him on the other hand is a frustrating process. He really doesn't have a hard counter except electric who are usually glass cannony
This is not a specific Slowbro-Problem, this is a gym-mechanics-in-general-problem:
Pkm, that are hard to beat (good defenders per definition) are hard to train against.
Pkm, who are not hard to beat (bad defenders per definition) are easy to train against.
So, with pseudo-defenders (Gyarados, Rhydon, Dragonite) all players have their fun - those, who raise it fast and those who tear it down as fast.
With real defenders (Snorlax, Lapras, Slowbro, Poliwrath), it is different - the gym is hard to train and hard to tear down.
Not agreed, it is only reaches 2000 CP at about lvl 30, and could be beaten easily with one 2000 CP jolteon pretty fast. It's real gym defence is not higher than 2700-3000 Gyarados, so it take about the same effort to beat as Gyarados, but much harder to prestige because of indicated CP. (But if you bubblestarted gym it's fine, could discourage attackers at the very beginning)

I must admit, that this is basically a valid point.
This problem could be solved with a second CP-rating for defense, that takes defensive stats of a pokemon into account fully instead of square rooted. This would be a more realistic rating for defenders.
Anything that isn't a challenge to prestige shouldn't really be in the bottom half of a gym. If it's easy to prestige then it's weak to attackers. A lot of attackers use the 'defeat bottom 1 or 2 pokes, run, repeat' strategy.
If I'm mid way up a gym and a teammate puts a Confusion Psychic/Icebeam Slowbro in below me I'd be happy, and I'd be happy to spend the extra prestige time to get in a gym with decent base defenders.
Where I live we have 7 gyms and they turn over every day. When I go out to take them, I put 28xx Snorlaxes on the first 3, then a couple 25xx Vapes on the next 2, and throw aways on the last couple since I know they won't last.
If I am lucky, another Mystic team member has already taken a Gym and left a space. I
just try to keep them long enough to get the coins.
Sometimes, other Mystic members hop on and then somebody else prestiges the Gym.

Even level 20 is starting to become debatable for powering up - it takes like 60+ candies to get from 20 to 30 and a bunch of stardust. I wouldn't bother on anything under 20, and only consider levels 20-24 if they've got good moveset and IV and are a top tier pokemon.

No. Definitively not. Taking into account that this slowbro is already developed (worth 50 candy) and has the perfect defending moveset (worth: random, easily 250 candy and 5 high-iv-slowpokes) it is by far the cheepest way to take this pkm and develope it.
