As far as I see it you are only really interested in Bite/Stone Edge or to a slightly lower extend Bite/Crunch.
So chances are you only get a great moveset 1/3 of the time.

As you have to evolve 3 Tyranitars on average anyways I would already give that 91% one a try.

Just to give a different point of view, I would not evolve him, my thoughts, gen2 has almost just come out, we have at least 4-6 more months of it and if you find a higher IV/CP one you will find it usable.

I had to make a similar decision regardless Dragonite, on my town they spawned "regularly" at the beggining of the game by the river, I played a lot during summer and got like 4-5 Dratinis per day, I got one with 98%IV, but very low cp, so I evolved him just because the high IV (he was level 18.5 I think), but ended with a very low CP Dragonite with bad moveset, I have not powered him up (he is at around 1850CP) because I wanted to get some with better moves, so 4 months later I have 2 more Dragonites maxed and one at level 30, this one has stayed as it is so I "lost" that precious 125 candies, because even if you get the wrong moveset if you evolve a level 30 one it will still be usable to just put him on gyms you just pass by.

So I personally would wait, just in case you get one with bad moves and you don't want to spend the candies afterwards. And I just say wait because gen2 is brand new, my opinion would be different if we were 4 months into gen2 and near gen3.

You're right, you know the answer already. Unless you get a 96%+ at lvl 28+, there is no reason to evolve. Just transfer them to the professor and wait until you catch a 100% lvl 30 Larvitar.
